Prime Approver Best Practices
The Prime Approver Admin role has three (3) main responsibilities within LCPtracker:
- Setup of direct Subcontractors
- Review of certified payroll reports (CPRs) from Subcontractors and Lower Tier Subcontractors
- Review of registered Apprentices
1. Subcontractor Setup (AS NEEDED)
When you have a new subcontractor needed to be added in the system, you will complete Contractor setup which is a two-step process.
Step 1: Create the subcontractor’s User ID by going to Set Up>Contractor Set Up>Add/Edit Subcontractor.
Step 2: Assign a project to it by going to Set Up>Subcontractor Set Up>Contractor Assignment.
2. Review & Approve CPRs (CHECK DAILY)
In the Certifications tab, you can quickly determine if the CPR's need to be reviewed and approved by filtering by the weekend date range of the project in the From Date and To Date fields, and then filtering Prime Approval Status to Not Approved:
CPRs can additionally be filtered by, as shown below:
- Department
- Project
- Contractor
- Date Range
- Payroll Numbers
- Process Status
- Accept Status
- Prime Approval Status
Once you have selected your filters, you can click on the Load Data button to bring up your selected CPRs. From here you can review the CPRs that have been submitted.
The numbers and red boxes above correlate to the Columns described below.
1. Delete – All other information is editable except:
- If a Subcontractor entered the wrong weekend date, or
- If the CPR was reported to the wrong project, or
- If the incorrect project location was entered
2. View CPR – You can review the submitted CPR by clicking on the PDF button or you can click on the View Details button.
3. Prime Approval – Once you have reviewed the CPR and have no errors, you may change the Prime Approval status to Approved.
4. Accept Status – The statuses listed in this column may be utilized however you determine; however, we have listed our suggestions below:
- Accepted – This is the initial submitted status once the payroll is certified.
- Updated or Resubmitted - If the sub went back and made any changes, you will see one of these two statuses.
- Permit Edit – This shows that the CPR record has been unlocked to allow the Subcontractor to make changes, depending on the allotted edit time set on the account.
- Rejected – If you find an issue and need to reject the CPR, you will be asked for a reason or message to send with the rejection.
Note: The full functionality depicted above depends on back-end configuration determined by the database owner.
3. Review of Registered Apprentices (CHECK DAILY / WEEKLY)
The prime approver needs to review if any Subcontractors have unapproved apprentices.
It is best practice to advise your Subcontractor’s to email you or your compliance team letting you know once they have uploaded an Apprentice Certificate to allow you the time to complete this step prior to them submitting the CPR.
Follow these steps as listed below.
Step 1: To determine if an Apprentice requires approval, go to Admin>Edit Employees. Filter by Show Unapproved Apprentices and Expired Approvals. The list will display employees with:
- Uncertified apprentice payroll records.
- Approval Expire Date with a date before today’s date.
Step 2: Identify unapproved Apprentices and determine if they are a valid Apprentice through review of the documentation submitted to eDocuments by going to eDocuments>View Documents. From there, you can follow these steps, shown below:
- Filter by Project, Contractor, Document Type, Employee Name. Then click Load Data .
- Review apprentice certificates from Subcontractors that have been uploaded in their account.
Once you review the document(s) and are ready to approve the Apprentice, you can proceed to the next step.
Step 3: To approve an Apprentice, go to Admin>Edit Employees. Filter by Show Unapproved Apprentices and Expired Approvals and select your employee from the dropdown field titled Select an Employee shown below.
You will need to enter information in the following two fields: Apprentice Approval and Approval Expire Date. When you select Approved in the Apprentice Approval field, the system will auto-populate today’s date in the Apprentice Approved Date field as well as the Administrator’s User ID under the Apprentice Approved By field. Click the Save button at the bottom of the screen once you have completed the approval steps.
