Guide to WA State L&I Export Functionality
Weekly certified payroll reports are required to be filed online with Washington State Department of Labor and Industries (WA L&I), at least once a month for all public works projects.
The following document will provide information to assist in account set up and functionality of using LCPtracker to generate the XML file that can then be uploaded directly to WA L&I’s submittal portal.
This guide will explain steps taken by both a database Administrator (Admin) and a Contractor. The following items will be outlined:
- Finding instructions and resource information on the WA L&I website.
- Understanding the certified payroll data on the XML file exported from LCPtracker.
- Administrator information, including how to set up projects and contractors with WA L&I required information.
- Contractor information, including how to properly set up payroll data, employee profiles and apprentice information with WA L&I required information.
The requirements for the WA L&I CPR upload may change over time. It is the responsibility of the Contractor and Administrator to follow and meet the regulations set forth by WA L&I.
WA State L&I Resources
Below are links or information to resource material published by WA L&I. LCPtracker will attempt to maintain links to the most current information on the L&I website, but we recommend verifying legislation or resource material directly with WA L&I.
Any questions on utilizing WA L&I’s portal to register and submit certified payrolls should also be directed to WA L&I.
Beginning in January 2020, weekly certified payroll reports (CPRs) are required to be filed online with L&I at least once a month for all public works projects.
In 2019, the legislature passed ESSB 5035, adding this requirement to the prevailing wage laws within chapter 39.12 RCW. The new RCW 39.12.120 is available here to learn more.
The WA L&I website has more information available as well as the requirements for data collection.
Creating or Accessing a L&I Account+
The Prevailing Wage Intent & Affidavit (PWIA) system is easily accessible through My L&I or Secure Access Washington (SAW).
Create a My L&I account to sign up for PWIA portal access using these instructions. This will allow you to file the required forms and manage certified payroll records.
File the Intent
The Statement of Intent to Pay Prevailing Wages should be filed immediately with WA L&I after the contract is awarded and before work begins. This can be done online from the PWIA portal. To complete this filing, you will need the basic information about the project; the who, what, where, and when of what’s involved.
An Intent ID number will be issued to each contractor for every project. This ID is required to enter in LCPtracker to create a successful XML file that can be uploaded to the WA State portal.
WA L&I Training Videos and Guides
View training videos to learn how to access and file certified payroll online through the PWIA portal. By using LCPtracker, you will be able to simply upload your payrolls through an XML file. This upload ability will save time and eliminate the manual entry of payroll data into the portal.

XML Schema
The most current XML schema, in full, issued by WA L&I can be found here.
Below are some of the elements defined by the XML schema and will be populated by data entered into LCPtracker. For all elements, please refer to the full schema.
LCPtracker collects some additional information that is either not required to be reported by WA L&I or does not have distinct line items to define the information. In some cases, LCPtracker has combined information to submit into one category in the schema.
For example, all Federal, State and Local taxes will all be combined into the XML element, taxWitholding’.

Administrator Information
Set Up for Administrators
Step 1: Mark applicable projects as those where the WA State XML file should be generated for both Admins and Contractors. These are typically WA State-funded projects or those with dual funding (WA State and Federal funding).
This will be done in the Add/Edit Project page under the Set Up tab.
Note this checkbox will only appear if the State field has been set to ‘WA – Washington’.
Multi-Funded Projects
For those projects with two or more funding types, where multiple Jurisdictions are assigned to a project, Administrators will need to designate which Jurisdiction’s crafts will appear on the WA XML file.
In the Project Set Up page, once two or more Jurisdictions are selected for a project, the State is set to WA – Washington, and Show WA L&I XML Export File has been checked, a drop-down selector will appear that allows the Admin to choose the Jurisdiction that contains the WA State wages so that they will appear on the XML file.
Note that there is a separate selector which allows an Admin to choose what Jurisdiction will show first on the CPR, but this is for what craft appears first on the PDF version of the CPR and not on the XML version that is uploaded to the PWIA portal.
Step 2: Enter the WA State Intent ID for Contractors.
The Admin will choose the setup, they may choose to carry out this step or have Prime Contractors enter the information for both their company as well as their Subcontractors. Any edits to this field can only be done by Admins or Prime Contractors. Subcontractors currently cannot edit their own Intent ID.
This can be done under the Set Up tab>Contractor Set Up>Contractor Assignment.
The current Contractor Assignment screen for most clients will appear as it does in the image below.
For clients are utilizing the new Contractor Assignment Tree View, the contractor assignment screen will look slightly different, but will contain the same functionality.
Step 3: This step is optional but highly recommended.
To require WA State Intent IDs to be entered when assigning any contractor to a project (both prime and sub), there is a department setting that can be set up for state funded or dual funded projects.
Go to the Set Up tab, then to Department settings, select Require WA State Intent ID on Contractor Assignments. LCPtracker recommends working with your assigned LCPtracker Project Manager to assure proper implementation.
Apprentice Information
Step 4: Entering, approving, and maintaining apprentice information.
It is up to the Contractor to properly enter and maintain apprentice information (shown below), it benefits Administrators to periodically review and approve apprentice information.
Many Administrators currently choose to Approve apprentices before allowing Contractors to certify payrolls before the first certification for each employee. LCPtracker recommends having this approval expire after short intervals in order to review the information entered.
Because the apprentice information on the XML file will be pulled from the Employee Setup page, it will be critical that this is kept up to date by Contractors.
The list of Apprentice/Training Program information has been entered into LCPtracker. It is pulled from the WA State L&I website. (Example in screenshot below)
Once an Apprentice/Training Program has been selected, the list of applicable Program Occupations and State Trained will populate with only those selections which apply to each program. Please refer to Appendix C for a comprehensive list of programs and associated information.
LCPtracker recommends reviewing the XML schema information to clearly understand what WA L&I has set up as required information for any employee that is submitted as an apprentice.
If you need assistance on locating this information for Apprentices, WA L&I has an “ARTS” or ‘Apprentice Registration and Tracking System’ public website where you can lookup employees by name or find more information on Apprentice programs.
By searching a specific employee by name, you can locate much of the Apprentice information needed. The example of the results of searching for a specific employee are shown below on the left.
Searching for a specific program, will give details on the possible occupations, step levels and hours within the program.
By searching the ‘Washington Cement Masons Apprenticeship Committee’ listed in the employee profile on the left, you will get the following information shown below on the right.
Generating an XML File
It is up to contractors (both Prime and Subcontractors) to generate and submit the XML file into the WA State PWIA portal, Administrators, including ‘Prime Approvers’ can also generate these XML files.
This can be found under the Certifications tab and will only appear if a project has been marked as one to generate an XML file (refer to Step 1 above).
Below is an example of a portion of an XML file. Highlighted are some key items to help demonstrate how to read an XML file:
Contractor Information
Set Up for Contractors
- WA State Intent ID # needs to be entered by the Admin for hiring a Prime Contractor.
- Update required employee personal information.
- Update Apprentice information.
- Export and save the XML file to your computer or other storage receptacle. This step needs to be completed for:
- Performing CPRs
- Non-Performing CPRs
- Amended CPRs
- Log into the WA State PWIA portal and upload the XML file as directed. Contractors will fill out a Statement of Compliance on upload.
Employee Information
The required employee information is shown below, as set by WA L&I. LCPtracker recommends reviewing your employee profiles to check all required data has been entered and updated as needed.
Please note that the information in this section will be important to remain current. The information entered here will be what displays on the XML file uploaded to the State of WA.
Apprentice Information
The following steps for entering, approving, and maintaining apprentice information.
Each Contractor will need to properly enter and maintain apprentice information (shown below).

Payroll Entry & Certification
The three main steps in entering and certifying CPRs in LCPtracker are completed by following the numbered tabs:
- Payroll Records Tab: Manually enter or upload payroll records.
- Notices Tab: Check to see if LCPtracker flagged any possible errors on your payrolls.
- Certification Tab: Complete the certification process and to generate the XML files.
To enter payroll, navigate to the ‘Payroll Records’ tab and click on ‘Enter Records’ if you are manually entering payroll, OR ‘Upload Records’ if you will be using some form of upload.

Generating an XML File
To generate the XML file that will be uploaded to the PWIA portal, navigate to your Projects Tab then the Certified Payrolls sub tab, and click the ‘WA L&I XM’ button. Save this file to your computer or other storage receptacle. Once saved, navigate and log in the PWIA portal and upload the file as directed.
Any questions on submitting the XML file once logged into the PWIA portal should be directed to WA L&I.
Verifying your XML Data
LCPtracker recommends reviewing the data contained in the XML file periodically, but especially in the first files generated from the system.
While the XML schema may be difficult to read, referring to the “XML Schema” section in this guide will be extremely useful.
