Specialty Reports, ARRA, HUD, Transit - HUD 2516 Report

Report Description: This report is to be completed by the agencies and/or project owners for reporting contract and subcontract activities of $10,000 or more under the following programs: Community Development Block Grants (entitlement and small cities); Urban Development Action Grants; Housing Development Grants; Multifamily Insured and Noninsured; Public and Indian Housing Authorities; and contracts entered into by recipients of CDBG rehabilitation assistance.  It contains the following information:

  • Agency name (Database Name)
  • Housing Agency – IPA or PHA (Selection made on the Report Parameters)
  • Location (Pulls Address from Client Info Page)
  • Agency Contact Person (Main Person Setup for Project)
  • Agency Phone Number (Main Person Setup for Project)
  • Reporting Period (Years the Award Date is Entered)
  • Program Code (Selection is made on the Report Parameters)
  • Date Submitted to Field Office
  • Grant / Project Number or HUD Case Number
  • Amount of Contract or Subcontract
  • Type of Trade Code – Required to be collected in contractor setup page
  • Contractor or Subcontractor Business Racial / Ethnic Code
  • Woman Owned Business Yes / No
  • Section 3 Yes / No
  • Subcontractor Identification (ID) Number
  • Contractor / Subcontractor Name and Address


Parameters:

  • Reporting Period – Will show the standard HUD reporting period for projects that contain an Award Date in the Project Set Up page.
  • HUD Projects – Will show jobs that are marked as “HUD Projects” and have an Award Date between Oct 1st and Sept 30th of the Year selected.  At this time the report can only be generated one project at a time.
  • Program Code - These are the default options listed by HUD at the bottom of the HUD-issued 2516 report template.  Please select which one is appropriate for the project selected.
  • Housing Agency – IHA, PHA or N/A which will not mark either one if selected.  Report header will only show IHA or PHA.
  • Date Submitted to Field office - This date will populate on report.


Preconditions: the following items need to be considered for this report to run correctly.  

  • HUD Project checkbox MUST be checked in Project Setup page 
  • An Award Date MUST be entered on the Project Setup page
  • Requires Contract ID be used (Dept setting and relates to contractor assignment page)
  • Requires Contract Amount entered (Dept setting and relates to contractor assignment page)
  • User Needs to Select “Type of Trade” in Contractor Set Up page
  • User Needs to Use Section 3 checkbox on the Contractor Set Up page when applicable
  • Business Certification should be required on the Contractor Set up page (LCPtracker PM can assist with turning this setting on as a required field)
