Specialty Reports, ARRA, HUD, Transit - FHWA 1391 Report

Report Description: For anything related to FHWA 1391 or 1392, it is recommended to reference the “Administrator FHWA Reporting Guide” located in the Training Materials Section.  This is the FHWA 1391 as required for applicable projects by the Federal Highway Administration. This report allows contractors to compile the required information from their last full pay period ending in July. It contains the following information:

  • Contractor status (Prime or Subcontractor)
  • Company name, address, city and state
  • Project number
  • Dollar amount of contract
  • Project location (county and state)
  • Job categories
  • Total employed (male and female)
  • Total racial/ethnic minority (male and female)
  • Total Black or African-American (male and female)
  • Total Hispanic or Latino (male and female)
  • Total American Indian or Alaska Native (male and female)
  • Total Asian (male and female)
  • Total Native Hawaiian or other Pacific Islander (male and female)
  • Total Two or more races (male and female)
  • Total White (male and female)
  • Total apprentices (male and female)
  • Total on the job trainees (male and female)
  • Preparer signature, name and title
  • Date prepared


Parameters:



Preconditions: once your CPRs have been entered, the database administrator will need to go through and craft match the crafts that were used in the system to FHWA crafts under Set Up > Add/Remove Craft Match. Check off 1391/1392 Projects and then select the date range of the CPRs you want to pull craft information from.


Note: Employees with an ethnicity selection in LCPtracker of “Not Specified”, “Other”, or no selection made will not appear on this report at all. In the case that employees with one of these ethnicity selections performed work on the week being reported, there will be a footnote on the bottom of the report to reflect the number of employees that were “unwilling to self-identify”.

Once that portion is complete, the database administrator will then need to complete the “FHWA 1391 additional data entry” needed for all of the non-prevailing wage categories contained on the report. Go to the “Admin tab” and click on “FHWA 1391 Additional Data Entry”.

 

The “FHWA 1391 Additional Data Entry” section is used by contractors to report “non-prevailing wage job categories” such as managers, supervisors, foreman, and clerical workers along with their respective demographics, such as gender and ethnicity specifically for the 1391 report.


You can then run the 1390 Additional Data Entry Status Report which gives an overview of the FHWA Additional Data Entry submittals completed by contractors for each project.


From there the administrator will be able to enter their non-prevailing wage information (see below.) Now that these two preconditions are complete, you may run the FHWA 1391 report.
